The film follows Ariel, a mermaid who wishes to become human and falls in love with a human prince named Eric, prompting her to make a magical agreement with Ursula, the sea witch, to become human and live with him. Ron Clements and John Musker wrote and directed The Little Mermaid, while Musker and Howard Ashman produced it. Ashman and Alan Menken co-wrote the original tunes.
Walt Disney had planned to include the story in a planned package film featuring all of Andersen’s stories, but the idea was shelved. Clements and Musker chose to adapt the fairy tale in 1985 while working on The Great Mouse Detective (1986) and submitted it to Disney Studios chairman Jeffrey Katzenberg, who first objected owing to similarities to a proposed sequel to the 1984 film Splash, but eventually authorized it.

Menken was brought in when Ashman became interested. While the crew started working on Oliver & Company, they created a Broadway-style framework with musical numbers under Katzenberg’s direction (1988).
